A viral video shows a Texas Department of Public Safety trooper chasing a driver across the U.S.-Mexican border near El Paso on Saturday, raising questions about jurisdiction.

A dash cam video from the trooper’s vehicle shows him following a red sports car across the Bridge of the Americas, connecting El Paso with Ciudad Juarez in Mexico.

The chase eventually ends on the Mexican side of the international bridge when the driver of the red vehicle slows down and waits for a crossing arm to go up.

Members of the Mexican National Guard are seen signaling the driver with a flashlight to pull over to the side. Once pulled over, the trooper pulls up behind the fleeing vehicle. The trooper then leaves his car and opens the driver’s door, pulls out the driver, and places him on the ground with his hands behind his back.

During the incident, the Mexican officers are seen standing off to the side.

The video has led many to question whether a DPS trooper is allowed to chase someone into Mexico. According to the local newspaper “El Diario de Juarez,” Mexican authorities have asked for the state trooper to be sanctioned for crossing into Mexican jurisdiction.

“Due to the ongoing investigation, we do not have a statement to release," the DPS said in a statement responding to the question.

"I am certain an argument will be made that the trooper was in “hot pursuit,” but that does not override the sovereignty of another nation. This would be allowed if prior arrangements were made with the U.S. and Mexico," said former Border Patrol sector chief Victor Manjarrez Jr.
