A body camera video released last Friday shows a police officer’s K-9 attacking an unarmed Black man after he had surrendered to authorities, prompting an investigation by authorities into the incident.
The incident took place on July 4 on U.S. Route 23 near Circleville, Ohio, about 28 miles south of Columbus, after a man refuse to pull over and led police officers on a chase across two counties.
The body-camera footage shows the police officers arresting 23-year-old Jadarrius Rose in a grassy center medium on the highway.

The video shows Rose complying with the orders, dropping down to his knees, and raising both hands in the air.
"Do not release the dog with his hands up," another police officer can be heard saying.
However, the dog was let loose and rapidly attacked Rose, grabbing him by the arm. “Get it off," Rose can be seen saying in pain. The officers rush to get the dog off of the man and to provide first aid to him.
Rose was transported to a hospital to get his wounds treated and was then released into the custody of state Highway Police. He was charged with failure to comply, a fourth-degree felony.
It is unclear why troopers released the dog onto Rose despite him clearly surrendering. The Circleville Police Department said they would investigate the incident. It is unclear if the dog handler, identified as Officer R. Speakman will be placed on leave during the investigation.
"As troopers were attempting to gain compliance by providing verbal commands to the suspect, the Circleville Police Department deployed their canine, which resulted in the suspect being bitten by the canine," the Ohio State Highway Police said in a statement.
