El Salvador President Nayib Bukele plans to ask the county's congress to offer citizenship to foreigners who invest in the country as part of an effort to attract foreign investment projects.

"I'm sending 52 legal reforms to congress to remove red tape, reduce bureaucracy, create tax incentives, citizenship, in exchange for investments, new securities laws, stability contracts, etc.," Bukele said on Twitter.

“The plan is simple: as the world falls into tyranny, we’ll create a haven for freedom,” he added.

The president did not provide further details about the reforms. It is unclear if the citizenship and incentives will be aimed only at bitcoin-related entrepreneurs.

In September, El Salvador was the first country to adopt Bitcoin as a legal currency, drawing criticism from the International Monetary Fund, Fitch Ratings, and the World Bank.

Next month, Bukele plans to launch its billion-dollar Bitcoin Volcanic bonds, which would allow people to buy bonds with a minimum of $100 and do not require a stockbroker. The bonds offer a 6.5 percent coupon that matures in 2032.
